USB 2.0 on PCI card

CPU/Ram: Celeron 500 Mhz/256 Mb

Is it possible to connect a PCI card with USB 2.0 ports to a motherboard that has only USB 1.0 ports? or must the motherboard have USB 2.0 ports from itself?

Yes: It works just fine. Make sure you install the USB 2 drivers that come with the PCI card.
