USB 2.0 Card only 10% of bandwidth

I installed a USB 2.0 card and when I go to DEvice manager (right click on my computer --> manage) and look at the properties of my USB 2.0 card it says it only has 10% of bandwidth it can use. I wanted to be able to use the full 480Mbps, not 4.8Mbps. Does any one know how to fix this?
