USB 2.0 card not up to speed?

I installed a Belkin USB 2.0 PCI card and the supplied drivers, but the ports are only acting at 1.0 speeds. What should I look for?

What USB devices are you connecting to? Transfer speeds change to the slowest USB device connected.

Are you using USB 2.0 certified cables? have you installed Service Pack 1 and subsequent updates, also look at:
