USB 2.0 and USB 1.1 Conflict?

I have two front USB 1.1 ports that are OEM (Gateway). I have installed four USB 2.0 ports in a back PCI slot. The USB 2.0 works fine as far as I can tell. The device manager recognizes them and I have tested them with some peripherals.

I have questions:

--The old front USB 1.1 ports are recognized in device manager, but they do not work. Is there a way to enable both the front and back ports to work at the same time?

--Just because the 2.0 ports work, do they really work at the rated 2.0 speed? Can I test this? MY mobo is about four years old and BIOS is Intel (gateway) and the last update is dated 2001. There are no more BIOS updates for this. Can the mobo affect the USB 2.0 performance?

It works now. I turned the machine on, did nothing and now all my USB both 1.1 and 2.0 work. Thanks for the links for future reference.
