I purchased a Belkin F6C625 UPS Power supply at a garage sale today. They said it worked! Got it home and plugged it in and it turned on and nothing then a yellow (battery backup) light came on and the computer fans started spinning up for about a second and then the UPS and computer turned off. So i left it plugged in for about two hours, enough to charge a bit, but the same thing happened. So maybe overloaded? No, tried a simple lamp and the same thing happened. Could the battery be dead? I dont want to send away for a stupid overpriced battery when i only payed five bucks for it. So was i ripped off or is there a solution?

According to the manual the yellow light indicates that the UPS is supplying power from the battery. When plugged into the mains, the green light should be lit.

You didn't mention if you tried it with the mains connected. If it works in this mode, it may simply be a case of a dead battery.

Even with a non working battery, a UPS make a terrific line filter. Replacement batteries are advertised at less than 20 USD.

Sorry, forgot to mention that this happens with and without the mains there is no way to get things to power up through the UPS.

To switch the UPS on, you need to press and hold the on/off/test button for more than a second. Until the green light comes on.

Some UPS's will not pass Line power if the battery does not hold a charge. This is to prevent you from assuming that it is working.

That is a fairly wild assumption.

I think he meant to say look at section 5.2 on page 10 of the manual, where it tells you how the self test works.

It's not working, whether it is the battery or not I don't know. I have a couple that have surge protected outlets and battery backup outlets. When the battery goes, you can't turn it on to use the backup outlets. You have to test the battery.
