I would suspect that you do have the USB2 hardware and maybe just need to reinstall the driver as I believe your machine is not as old as USB1.
Also, a USB2 PCI card cost about $15 US and is easy to install.

Some usb hubs will fall back devices to usb 1.1

The motherboard in the specs is quite old. I have a manual for ver 1.0 and it doesn't say if the USB controllers are 1.1 or 2.0. Below is a link to the ECS site. This link is for ver 5.0. Version should be written somewhere on the edge of the board.
