The E2160 has a 1MB L2 cache, the E4500 has 2MB of L2 and a slightly faster core. I think you should go with the E4500 because you may see a performance hit with the smaller L2 in the E2160. I have my E4500 at 2.92GHz (8*366MHz) easily without much fuss and most people can stoke 3.2GHz out of it.

If you get DDR2800 you should be fine, most processors dont run it at full speed anyways. I dont think DDR3 will become mainstream until sometime next year, even so, DDR2 will still be able to run newer processors.

Need it for only 6 months? Then just grab the e2160 and overclock the hell out of it.
