All processor have a processor ID which identifies the type of processor.

The PIII did have a unique ID serial number but it caused such an outcry that Intel were forced to turn it off.

Uniquely identifying a particular system is not easy. There is no foolproof way of doing it. Read up on how Microsoft do it for their product activation and you see how complicated it is and even then it can be defeated.
