unable to load configuration

Ok guys this is totally weird... I was just installing a game when all of a sudden my computer freezes so i reset it. When it pops back on, I get the message "Unable to load configuartion." I try to click on ICQ (that was running when it crashed) and it says 'ICQ failed to initialize.' The weirdest part of this all is, the little window where you have start and all the little shortcuts is empty and no bars appear on there. I have 5 windows open and its still empty. I cant even drag files from 1 folder to another........please help !!

Can you get into Safe Mode? Have you tried another profile? How about running System Restore?

I cant even start system restore cause it says i'd have to reatsrt my computer first , cause atm it cant ensure the safety of my compupter or something like that...it seems that some things just dont load when I start my computer...:( i wanna cry
