unable to detect hard drive

Hi, maybe someone can help me with this problem. I was trying to fix a computer. I did the usual troubleshooting; checking and making sure everything is intact. So, when I unplug the IDE cable from the hard drive(seagate)and plug it back in. But,then when I power the system up. I received a message that coded "Incompatible ATAPI drive". So, I rebooted again. This time BIOS detect both of my cd-rom, but did not detect my hard drive on the primary master."It also prompted to a screen that said floppy cannot boot, cd-rom cannot boot.Please insert a boot disk".
The mouse and the keyboard is not working, probably because BIOS was unable to load their drivers as well: it prevents me from using boot disk software. I don't think BIOS was able to detect the hard drive.

Re-boot to the BIOS and see if the drives and devices are set properly and detected. Check the jumpers on the drives for correct settings. Check boot device order, enable PnP OS installed.
