unable to delete the partitions on HDD

I am having samsung 40 gb harddrive, HDD is
phisycaly ok and system detects it properly
but when i try store any data or try to delete
the partition or the exixting data of harddirve its
not getting deleted it remains as it is after i
restart the systems i tried all the disk partition
utilities an default os utilities of xp and 98 linux
and apple mac also but unable to do

while deleting the partition it alows me to
delete the partition and create new one but
after i restart the system it remains as it was

possibly help me out

Try booting off a WinME boot floppy & running FDISK.

A bad or loose drive data cable can cause that.

If the bios has hdd virus enabled might cause the problem, I would think. Do not have that bios function so can not be sure.
