unable to delete the partitions on HDD

I am having samsung 40 gb harddrive, HDD is phisycaly ok and system detects it properly but when i try store any data or try to delete the partition or the exixting data of harddirve its not getting deleted it remains as it is after i restart the systems i tried all the disk partition utilities an default os utilities of xp and 98 linux and apple mac also but unable to do
