TV out not working

Video card is the x1950xt with catalyst 7.3. It won't detect my TV. The TV does work with TV out. S-video cable connection. How to troubleshoot? In the control center I see the placeholder for any unused devices its there whether it's plugged into the TV or isn't which isn't really the issue. When it is plugged into the TV, control center instructs the user to right click to add display as secondary display, but when I right click it I get no popup menus or anything. I've never done TV out with a Radeon before so I can't tell you if it automatically adds any displays as the secondary. What am I doing wrong? How to troubleshoot.
