How would I turn off the main PC remotely from another computer on the 2-PC crossover network?

You could use the command line tool to shut down the remote computer, which is, oddly enough, called shutdown.

Or you could use a remote desktop type of program like VNC.

True, but using VNC would require you to first log into that machine. Whereas you can use the shutdown command directly.

Just type shutdown -f -m \\MyServer into the command line or create a batch file with that command.
