Turn External HDD On/Off with Windows

Hey guys. I recently built an external HDD using the Rosewill RX-358-S enclouser. I have it connected via eSATA. I was wondering, is there any way to automatically turn my HDD on and off with the computer? I believe my other WD HDD does this, but my new built one does not. Thanks for any help.

The only thing Windows can do with external USB HDDs is dismount it by right-clicking Safely Remove Hardware in the notification area. There is nothing that Windows can do to physically power it off or on for you. You have to do it manually.
