Trouble with Mercury Motherboard 3.8A

Specs: Windows XP, Pentium
I have a desktop computer which is built on Mercury motherboard 3.8A. Things were running fine for years. Suddenly I faced this issue few days back. To describe, I always switch on the UPS first and then the power button on the CPU box. Now few days back when I switched on the UPS, the green LEDs on keyboard blinks for a second and then goes away (this has happened always, so normal). Now when I switch on the power button on CPU, the computer started. I could see that the hard disks starts (gets the sound of HDD), the CD drives starts (could see the green LED glows), the mouse starts (it is optical mouse and could see the red light glows). But no signal goes to Monitor and to Keyboard (nothing comes up at Monitor and keyboard LEDs does not glow). Initially I thought that it could be a loose connection. I reconnected all the Monitor and Keyboard plugs, but still the same. But when I noticed that the Keyboard LEDs blinks for a second, that meant the connection to Keyboard is still there, and the trouble is not the loose connection but something else. Can someone help me please so resolve this trouble?

Please refer to your computer as a "computer" or a "tower". CPUs do NOT have any buttons you can press.

To expand a little on kuwese's suggestion - the PSU (power supply) is basically a transformer. It takes AC & converts it to DC, then breaks it up into several different voltage rails, +3.3v, +5v & +12v. If any one of the 3 rails is defective, you may still get signs of life (LEDs, fans, etc) but the system itself will not boot. The answer to the question about hearing the initial beep at startup is important.
