The blue colour seems to be a problem on my computer. On booting the Windows logo has vertical blue bars with spaces inbetween on it. If I use 32 bit colour the screen has a blue cast to it and on moving the mouse areas of white can be seen. In 16 bit mode the blue cast is lessened but still there and pink areas can be seen. When videos are playing the image is difficult to see due to the vertical lines that appear. I have a Radeon 9600SE graphics card with the latest driver

Your video card is overheating, about to die or has come loose from its slot. Just check it is in the slot properly by reseating it and make sure the heatsink has not come loose. If still it screws up it is likely your video card is going to die.

If you get a new video card never buy any card with SE or LE in the name, always make sure you never get a 64Bit version of any card.
