Toshiba Laptop Not Loading Properly

I recently had my computer reformatted by a friend. Now, every time I try to start it up, I get the Toshiba screen followed by a new screen giving me a message telling me "No bootable device -- insert boot disk and press any key". Here's the twist, at first my in my boot manager, my CD drive was set as the default followed by the HDD as the 2nd choice. I reverted the HDD to be the default loading device followed by the CD drive. When I did that, my system loaded properly. I restarted a couple of times and Windows Vista loaded properly. After shutdown, however, it goes back to that initial screen telling me theres no bootable device. In the bootable manager, HDD is still the defaul. So, the system loads only if I don't shut down properly and keep restarting. Otherwise, I need to go through the BIOS and load the HDD manually. Can anyone please help me with this?

Try having the hard drive set as the only bootable device in the bios.
