Toshiba HDD slow performace Issue

Specs: Dell optiplex 960, Core 2 t8500/3gb
Hey guys
i have a toshiba 200GB laptop HDD i install windows 7 serval times os is installed proparly but it works really slow. i tried partition wizard surface test it show all red. and i tried formating with win98 dos and failed it reach around 50 and start again from 0.
any idia guys

Sounds like bad sectors. Download toshiba hdd diagnostic tool and test the drive.

If you have a Toshiba laptop, why did you list your specs as a Dell Optiplex 960?

And why are you using "win98 dos" to format the HDD? Win98 can only format using the FAT32 file system. You need to format using NTFS, plus you probably have a SATA HDD.

Create the Ultimate Boot CD, boot off it, then use one of the HDD diagnostics programs.

If the HDD checks out, use one of the other programs to properly partition & format the HDD. Remember to format using NTFS.
