It may need to be charged by connecting your AC adapter to your laptop for a reasonable amount of time BEFORE you attempt to boot the laptop when the laptop has not been used for a long time.
If doing that gets rid of the battery error message, you will need to go into the bios Setup and set the current date and time, Save bios settings, to get rid of the Cmos error message while booting.
On the other hand if it's the original battery it's probably dead and can't be charged anymore.
These models were all listed as being able to use the same video drivers for Win 3.1:
Toshiba T1910, T1950, T1950CS, T1950CT, T2400CS, T2400CT, T2450CT, T3600CT, T4700CS, T4700CT, T4800C
They may all be very similar models.
I have found absolutely no free Service or Users manuals for your model or any T1950 model anywhere, and on all sites I tried after I found the above info, no manual at all for any of the other above models either. .

They're not free but they're reasonably priced.
If you don't have either manual but don't have much money to spare, you may still have enough info about your computer if you buy just the Service manual.
It appears you can only pay for them with a PayPal account.
If you don't have a PayPal account, you can set one up for free - you will need to provide PayPal with credit card info, or other info about how you can pay.
Once the payment has cleared, you are sent an email that tells you where on the web you can exclusively download the manual(s).

NOTE that if the cmos battery has a Toshiba part number , or a battery maker's part number, if you search using that you're more likely to find an exact match.
If you can't find an exact match, any battery that has the same voltage rating will work as long as it fits where you need to install it and the + and - wires are connected to the same pins correctly.
