System won't boot

CPU/Ram: Pentium4 256k
Product: different parts

Please help!My system won't boot. Everything works fine until Windows starts booting,then it freezes.I checked the hard drive on another computer and it works fine.
Suspect it might be BIOS, but could be wrong.
Tried default settings - it changes nothing.
PS. Safe-mode simply reboots system.

You checked the HDD on another computer? Do you mean you actually removed it and booted to it on another machine?

When did the problem first start happening? What changes were made to the system immediately preceeding this?

Appreciate the interest.
Actually, it's my girlfiend's computer.
Apparently, it's been having problems(booting only on the second try) for a few days before this. The last program she loaded immediately prior was i-tunes for her ipod.

When I connected the HDD to my machine it wouldn't boot at all. I then connected it as slave, installed a fresh copy of Windows and ran Scandisk & a virus check(negative).
After this it worked fine as master.

However, when I connected the HDD back to her machine it gave the same problems(sometimes it freezes on booting, sometimes it reboots automatically).

I removed the video card but it didn't help.
Config: Award BIOS,VIA motherboard,
40Gb HDD,Nvidia Geforce 4400,Samsung DVD-RW.

PSU and fan seem to be working fine.
(ISO-400 - 300W)

Er...let me qualify that last statement.
I just checked the BIOS (PCHealth) and it tells me the system fan and CPU fan are running at 0 RPM (which I suppose means that, according to the BIOS, they're NOT running).
This despite the fact that I can physically see and feel both of them running.
Is this strange?
