system won't boot w/ agp video card

I have just recently built a new system and am having an annoying problem with it.
The specs are as follows: Case/PSU: Soyo Mid Tower Case w/350Watt PS Motherboard: SY-P4I865PE Plus DRAGON 2 CPU: Intel Celeron 2.7Ghz 128k 400FSB RAM: Kingston ValueRAM 512MB DDR400 Dual Channel Kit Hard Drive: Maxtor 60GB
The problem I am having is if I try to boot the machine with a Powercolor Ati Radeon 9200se installed in the agp slot I get no video. The PSU and CPU fans are spinning but the monitor does not turn on and there are no beeps from the PC speaker. (The video card does work in another system.) I have tried clearing the CMOS with the jumper and then booting but I still get the same result.
Now here is the part that really gets me: I took the agp video card out and installed an old 32MB pci video card and the system boots up fine. I now have Windows XP installed on the system and it is running stable. (I am typing this message on the system right now!)
But, I really would like to get my Radeon 9200se video card working in this system. Any help would be appreciated...

did the card work before, check the specs on both card & motherboard for compatibility

Also, make sure AGP is enabled in your Bios.

Some cards can only be used with 800mhz cpu bus

Yes the Radeon 9200se did work before.
Yes the card is compatible with my motherboard. My motherboard supports all 1.5v agp (4x/8x) cards. And this is a 1.5v card according to the pictures in the motherboard manual. The box for the card says it is AGP 4x/8x compatible. Also, on the soyo website they have a VGA card compatibility table which states that the entire ATI Radeon family of cards should work with this motherboard.
And yes agp is enabled in my BIOS.
Any other help would be great...

check soyo for latest bios for your board & see if they have a faq section that might help you find info that somebody else had same problem & posted there
