System will not post

I have built several systems but have not had this problem. The lights and fans come on but that is it. I have tried to track this down by switching MBs, CPUs,and hard drive and video cards. No change. Lights and fans still come on but that is it, not even a beep or peep. I have switched the RAM configurations several times with no luck. About the only thing I have not changed is the RAM, but it is new RAM and had been working in prior system. Can a problem with the PSU cause this? It is about the only thing I have not switched.
