System fan has failed

Boot up error message ERROR: System fan has failed etc. I replaced case fan and heatsink fan and cleaned everything but get same message. Could it be power supply? AMD core 2 processor. Any ideas

It might be a motherboard problem. The circuit to the speed detector line in one of the fan connectors could be open, and the bios is unable to detect that the fan is turning.

The fan connectors have three pins, one to supply 12 volts to the fan, one for ground (earth) and the third connector is to sense the speed.
