Sync out of range

CPU/Ram: Penthium 3,1.2ghz

Hello...every time i turn on my computer, i have the following message on the desktop:

SYNC OUT OF RANGE.

Don'/t know what to do since i can't have access to usual desktop.

Is it a problem with desktop??I did look at people who did ask the same question but the response i found didn't help me since i can't go to my usual desktop.
I did build my computer myself, assembling parts.

If i can get help, i will really appreciate it ...GO MAY BLESS YOU.

your monitor's refresh rate is higher than it can handle.
when booting up, hit F8 repeatedly until you go to a different screen. there are 4 options, one of which is Safe Mode. use the arrow keys to select it and hit Enter to boot in Safe Mode.
you should now be in the desktop with minimal drivers, etc.
start menu - settings - control panel - display. settings tab. click the Advanced button near the bottom, then click the Adapter tab, then go to the Refresh Rate drop-down menu, and choose the first option, Adapter Default... then restart your comp and you should be fine.

If i change my video card ..will i be over with it?I did look at people who did ask the same question but the response i found didn't help me since i can't go to my usual desktop.Somebody told me to keep hitting F8(thanks to Brian), until something else comes on the screen.I tried that for 10 min but nothing.
