IF the BIOS has a setting for USB, then any PCI Card with a NEC Chipset will suffice.
W98SE and later are supported O/S as well as *NIX.
Some SS7 MoBo came with header pins on the MoBo, therefore if you can find the pin out details it may be feasible to install a Back Plane 2xUSB, freeing up your PCI Slots

the thing is i lost the manual so i don't have any idea which jumper it is. i bought an intex 4-port but the pc didn't boot up.
i'll try to find an online manual for ss7 when i get home

Pretty much any USB PCI card will work. Most modern PCI cards work in old PC's with the exception of a few wireless network cards. Keep those Socket 7's running!

is there an online manual for old mobos? maybe there is a way i can configure the jumpers for the intex 4-port usb pci card

Check the suppport page for your model on the motherboard manufacturer's site to see if a manual download is available.
But those on-board USB ports won't be 2.0 compatible. Just go buy a USB 2.0 card for $10 or $15 on ebay.
When adding a card, leave the on-board USB enabled in cmos/bios setup even if you don't use it. Sometimes the add-on card won't setup properly otherwise.
