These will work but you whether you need anything else depends on what you're already got - case, power supply, memory, hard drive, etc. Shuttle boards are somewhat lower on the reputation scale but that particular board has the kt333 chipset which is fast and stable, so that's good. How about the link to where you're getting this so we can check out this fan/heatsink? That's weird that there is a case fan included but apparently no case included.
