|How do you know the drive isn't powering up? If in fact that is the issue then try a different power connector. If it won't spin up there isn't much that can be done other than attempting to change the circuit board or professional recovery services. Changing the circuit board is iffy at best.|
Just because you can't boot doesn't mean the drive is dead.
Watch the POST screens at start up to see if the BIOS is configuring that drive. If so, the drive is probably OK.
