Strange USB Modem Problem

Hi guys,
I have a strange problem with a new USR USB modem. I can make a dialup connection the first time I use it after starting up Windows and this works fine. After disconnecting if I then try to dialup again I get a "no dial tone" error. If I unplug the modem cable from the back of the modem and plug it back in then I can dialup again.
This is happening using a standard dialup internet connection and also within an accounts program which dials up.
I've installed the latest drivers for the modem but didn't help at all.
