Strange PC monitor Issue

I have a 20in CRT monitor that I love. Unfortunately about 4 months ago it started acting up. What I see is that the top 1/2 of the monitor is stretched up with black lines. It is a monitor issue because I have the same problem regardless of what computer I connect to it. I have already tried reseting and degaussing with no results.

Please help... I do not want to buy an LCD yet.

It might cost more to repair than a new LCD monitor, but you could take it to a shop and get an estimate.
