Stopping Installation of Webcam?

Is there anyway I can block someone from installing a webcam or other such hardware on my PC? I dont want this for all the time just for when I am away.

There are various port blockers, both for parallel and serial along with usb.

Just google them. You can turn them on or off as needed.
