Okay.. I took out old drive and replaced with new drive... I switched my bios to boot from CD ROM and restarted. Everything worked great until it got to 'booting from CD' where it just stayed with a blinking curser. Does this indicate a bad windows CD? or bad hard drive?

Why don't you try to boot the CD from your old HD, and you will be able to answer your own question.

Probably a jumper issue on the drives. How do you have the drives configured? Also, which connector on what part of which cable?

Did you "clone" the old drive's contents to this new drive? If so, why do you have the CD-ROM drive as your 1st boot device?
Otherwise, I'm with OtheHill...it's probably a master/slave jumper setting or IDE configuration problem

Make sure you got the IDE cables set up properly as well. Ive noticed on occasion this can cause your bios to not even notice the drive.
The jumpers seem to be the most obvious thing I think. Its the tiny little plastic thing attached to a few pins on the back. Most harddrives nowadays tell you on the HD itself where the jumper should be located. If its your only drive, it should be set to Master, if its an additional drive, it would be a slave if on the same IDE.
