static when I record on cd-rw

When I record with my cd-rw drive, there is static on the new cd, even when I play the cd on other players (ie, not my computer). Is this a problem with the drive FROM WHICH I'm recording, or the drive TO WHICH I'm recording -- and can I do anything about it?
