Starts for 1 Second, stops for 3, then repeat

I just recently purchased a new set of hardware components from I'm new to this and a friend of my is helping me build the computer. We assembled the components then turned it on. It started for one second, LED's and fans came on, then it stopped. It stays inactive for three seconds, then the LED's and fans come on again for one second and stop again. This loops until I kill the power source. The hardware is as follows:

Is there anything wrong with this picture that I'm not able to figure out on my own?

Please help, I'd really just like to get to work on my projects

Well I have this same problem and the same motherboard. Nothing else I have is the same as yours. IMO mobo is a piece of junk.ive had mine boot up and work for months but dont you dare turn it off if it actually does!!!
