press f8 upon startup and go into safe mode and see whats wrong with your system, and what causing it to locked up.
or you can also go to command prompt and type regedit /restore
it will restore your registry to the date known working proertly. good luck.

Hit F8 before the Win98 Logo screen, this will show a menu. Choose command prompt. After this , change dir to the c:\windows\command directory.
type - cd c:\windows\command
hit
Then do the scanreg.
