I'm looking for a decent and not very expensive soundcard with optical (toslink) output. Any suggestions? I would connect it to my A/V Receiver.

Personally, I would stick with a familiar brand. Like Turtle Beach or Creative SoundBlaster.
My own sound card is an SoundBlaster Audigy 2ZS Platinum. It has both Optical In and Optical Out plugs but only on the front panel, where dangling cables are seriously in the way.
This model appears to be the least expensive (after rebate) SoundBlaster that offers optical in/out connections. And unlike my older card, the connections on this model are on the rear. Good reviews, 7.1 capable, and reasonably priced.
