Sound Problem

OS: windows 2000
CPU/Ram: 2.4ghz/1GB Ram

Hello everyone.
Everytime I play a Sound file or I play a game on my compter I get a loud noise from my speakers. It evens happens when i move the mouse or when the computer thinks.?
I have a p4 2.4ghz PC133 Mem (1gb) and a ECS motherboard. P.s I also tried diferent oprating systems and diferent sound cards and it still does it.

One solution is ....I know this is a easy one but my roomates computer was the same way.... he had his mike volume up high so I muted it and the sounds went away... the funny thing is, is that he dosn't even have a mike....

also ... if you have onboard sound.... sometimes onboard sound really sucks... try getting a soundblaster live card...should inprove considerably..
