Hi so here's simply what is going on. I installed a 9800 gtx in my HP system a couple months ago worked out fine about a couple weeks ago I turned on my computer and had sound lag problems (for example when I open my itunes and have it maximized sound lags in it until I minimize it). Same goes for all the programs on my computer. Even when I am on the internet and scrolling up and down on sites the song will lag. Then goes to games when I am in games like call of duty 4 I lag in the middle of maps and sound lag also just as on my desktop. I am unable to run even itunes maximized without lag in the sound or song I really need help on figuring out the bottom of this problem

As I understand from your wording " sound lags ", you have both picture and sound but you experience lip sync problem. For example, you see lips of a man move but voice comes after. Is this true or do you have sound stutter problem where you cannot hear sounds continuously ? Which is your exact problem ?
Have you installed the latest soundcard drivers from either the PC maker's or soundcard maker's web site ?
Have you also installed the latest graphic card drivers properly by first uninstalling the previous drivers and cleaning all the remnants that remained ? By the way, what were you using beforehand as the graphic card ?
