Assuming that the correct driver is properly installed, you could go to the Control Panel > Sounds and Audio Devices > Audio tab. Make sure the correct adapter is selected, and the volume is not turned down or muted,.

the volume is not muted and it sees the card in the audio settings

Are you connecting to the correct output port? Are you using amplified speakers?

it sees the card in the audio settings

That doesn't necessarily mean that it is being used.

Also, go to Device Manager and see if the card is OK there. Verify you have disabled any integrated sound chip in the BIOS settings.

Did the speaker you're using now work with that card before or is the card or speakers a new addition?

Do you have onboard sound on your motherboard in addition to the Turtle Beach card?

If you only installed ME and everything else remained the same I'd think something is muted or disabled in multimedia or audio properties. Or you got the wrong drivers. Where did you get the ME drivers?

Also, I see you've only got 32 meg of ram. I don't think that would affect the sound working but it would certainly help your system if you bumped it to to at least 64 meg.
