If the Sound card is out, can USB speakers still put out sound?

No. You need the output from the sound card to drive any kind of speaker. USB or otherwise. If the sound card is out or there is no sound chip ion the motherboard there is nothing for the USB to connect to.

As mentioned, the USB connection is only there to supply power to the amplified speakers. If you have a sound card, you'll need to replace it; if an onboard chip, you'll need to disable it somehow and add a card, or possible something that does act as a sound card on a USB port:
