software or motherboard?

new computer. it turns on occasionally by itself. why? how do i turn it off? is it motherboard? or is it a setting in windows?

Well, when your computer is off, Windows is not even on at all. So, its you BIOS on your motherboard. You will need to go into BIOS setup and look for a Auto Wakeup feature and disable it.
