Slow Scrolling and weird noise

Specs: Windows XP, Not sure
I just wiped my XP computer (I have a custom computer)

After I wiped it and reinstalled XP I noticed that my computer keeps emitting an eeeeee or somthing like that noise and I have slow scrolling that causes a wave effect and the same thing happens when I move a window around.

Did I forget something? Or mess something up?

are u sure u inslatalled the ram chips correctly ?
did u install ir video card correctly at least mention ur system specs

Yes! Installing the video driver will greatly speed up screen redraws (among other things). The "wave effect" will happen so quickly that you won't even see it anymore.

The problem is u didn't install video driver and iam sure screen resolution is a mess. U need to install necessary drivers (chipset, video, audio etc) drivers can be found from motherboard manufacture website.
