Slow bootup

I am using OS 98SE and have recently installed a USB DSL modem. Even if I specify the IP address and subnet mask for the TCP/IP related to the modem, the bootup time still takes 1:30 min. Though it's improved quite a bit from orginally 3 min, I still do not satisfy since it only takes 50 secs to boot once I disable everything about the modem. Can anyone tell me what the modem takes nearly 40 sec for?
