Slow bootup

I am using OS 98SE and have recently installed a USB DSL modem. Even if I specify the IP address and subnet mask for the TCP/IP related to the modem, the bootup time still takes 1:30 min. Though it's improved quite a bit from orginally 3 min, I still do not satisfy since it only takes 50 secs to boot once I disable everything about the modem. Can anyone tell me what the modem takes nearly 40 sec for?

to communicate with your ethnet card.
you might see the lights keep flashing on your dsl modem.

I do see the modem flashing...but y so long? is there any way to minimize such time?
