Let's start with the basics. Is it plugged in? If so, unplug it, open the case, ground yourself by putting both hands on a metal part of the case. Now remove the RAM, unplug the hard drive, DVD Drive, and the floppy drive if you have one. Plug in and turn on. Does it come on now? If not, unplug it ground yourself and take out the video card if there is one and remove any and all PCI cards and USB devices and try to boot up again.

The 'most likely' is the power supply and/or the motherboard. The above trouble shooting procedure, suggested by Rayburn, will confirm that it's one (or both) of them.

Power supply or power cable. But verify the wall socket it good by plugging something else in it.

That's correct. The procedure I gave is to rule everything else out too.
