daughter's computer stopped working. Won't boot up. Bought a new psu. Got 3 beeps when booting up with new psu. 3 beeps is memory fault according to Intel Desktop Board vc820 manual. Tried different configs of mem banks. Now new psu is dead. Tested it with multi-meter. Zero voltage.

An ATX PSU will not power on unless it's connected to the motherboard & the case power button is pressed. To duplicate that outside the case, a jumper wire has to be used. A paperclip will work...just bend it into a U-shape & place one end in the pin the corresponds to the green wire & the other end into any black wire. Switch on the PSU & the fan should spin up...you can then use the multimeter to check voltages. Do NOT run the PSU for very long under no load conditions.
