|You can hope it's a power issue. If it's externally powered then try a different power supply. If it's powered through the USB port try using a powered USB hub or at least try a different cable and USB port.|
The problem may be power connections inside the USB enclosure.
You can always remove the drive from the enclosure and attach it internally to the computer and see if the bios recognizes it.
If the drive itself is dead there's not much you can do.
