loaded jpegs from computer to 2g sd card
loaded 2gb sd card into phone
tried to wiew jpegs on phone
says file too large, then black screen
on phone

How big were the jpeg files? Maybe your phone can only handle smaller ones, the kind a camera phone might take. My 2 megapixel camera phone takes about 120 K pics.
Or there might be a problem with the formatting. You should probably format the card while it's in the phone and not on the PC.

Where is the cutoff for size?
Can photos from *camera be downsized
some way for viewing on phone?

I don't know what the cutoff would be. Might be different for different phones. The specs on mine describe the screen as 262K TFT. The TFT is the method transistors are implanted in the screen but I'm not sure what the 262K means. Maybe it's the maximum file size--262 KB--or maybe it's something else altogether.
With photo editing software you can decrease the file size. I haven't done it so I can't give specifics
