window will not fill up full screen. there is a 1 1/2 " black border around window

not sure where to start with this issue...

is this a laptop LCD, desktop LCD, or CRT?

is this all the time (windows desktop, movies, games, webpages), or only in certain applications?

what resolution is your display set to?
