My screen started randomly blacking out for about a second each time (like I reset the resolution or something). I changed the power cord and switched to an analog monitor hookup rather than the digital. Now it doesn't black out, but instead does a shimmer & flicker sort of thing, mostly on the sides of the screen. I've found that scrolling and just moving the mouse along the edges of the screen increase the amount of distortion.
It doesn't happen when the computer is starting up, or when I'm playing a DVD full screen. It's most noticeable on a game I have, where there's continuous "noise" on the screen, making it unplayable.
It doesn't occur on a static screen, just when I'm moving the mouse around or typing, scrolling and things like that.
I've uninstalled my GeForce FX 5200 and monitor drivers, tried the newest versions and older versions of each drivers, and messed with the refresh rate and hardware acceleration settings.
It seemed to be fixed after an uninstall when the screen reverted to a 800x600 resolution, but when changing it back to 1024x768, it was back.
The monitor is a 2 year old (approx.) Dell 1704FPV 17 inch LCD.
So is it a monitor problem? Video Card problem (it is pretty old)?
And are there any other things I can try before buying something or taking it somewhere?

If you've got it to swap, you can swap out the monitor and graphics card.
