Hello, and thank you for your time.

I want to watch movies, and monitor my computer on my 19 inch flatscreen TV. My Video card is built into my mobo, and does not have a TV out. I was wondering, what would be cheaper, buying a Scan Converter, or a new video card. If a new video card is the best option, than can you please seggest a good one. I have a very low budget, I have an open agp slot, I need to be able to watch downloaded movies, DVDs, and thats about it. I do not do any PC gaming.

Get an video card. The onboard one uses system RAM. Prices varie from place to place. Probably the cheapest one you can get it's localy, but do try newegg.com . I've seen that people here used it alot.

GooD LucK!

It's nice to be important but it's more important to be nice...

You will be very disatisfied with using a TV for a monitor. The resolution of an analog TV is very low compared to a monitor.
