I have the intention of buying a SATA hard drive but heard that you need two sorts of cable to connect it: a power adaptor and a SATA cable.
I've been said that Tagan TG480 PSU's provide the power adaptor. But I'm not sure about the SATA cable. Do I need one? What does it look like? I've found this one, is this the right one?

First, your motherboard needs to have a SATA connector. If it does, then yes, the connector you found will work (although the one you found has one right-angle connector -- usually both ends are straight). If you are buying a retail SATA hard drive, the drive may in fact include the cable. Does your motherboard support SATA?
The SATA power connector is not a problem since there are power adapters that will convert a "regular" molex connector (the large white power connector) to a SATA power connector. Most, if not all, new power supplies now come with SATA power connectors.

I'm not sure and I don't currently have the computer to check it. I've got an Asus P4XP-X and it doesn't mention any SATA connectivity (nor IDE).
The HDD I'm going to buy is a Seagate Barracuda 7200.7 200GB.

asus's website doesn't mention any SATA capability for that motherboard.
As for powering SATA hard drives, there are two ways...you can either power it with a normal connector, or you can power it with a SATA power connector (just don't plug in both at the same time).
My motherboard (asus p4p800 deluxe) supports SATA, and thus came with all the connectors I'd need (two SATA cables, and the SATA power connectors)

Since you seem to have no experience it would be a good idea to get some in-person guidance before buying a pile of parts and winding up with a headache and a pile of parts.
